Job Purpose:
To design, develop, coordinate and deliver specialised training and development programmes for employees at all levels and equip each staff with the required competences to enhance work performance through partnership with Local and International Bodies.
Job Responsibilities:
- Assessing training needs by way of consultation with Departmental Managers and Supervisors, reviewing their requests for specialised training and evaluating reports from previous training to determine suitable training programmes.
- Reviewing Performance Appraisal Reports to identify performance gaps and provide recommendation for identified training needs.
- Preparing diplomatic correspondences for Consultants visiting the Revenue Authority and submit to the Commissioner General for approval.
- Coordinating logistical support for training programmes conducted by International agencies including; traveling arrangement, accommodation, transportation, training materials, stationery and audiovisual equipment.
- Designing and developing basic, specialised and induction training programmes for the Authority’s staff.
- Assisting with the evaluation of training programmes and reports on problems identified during exercises and provide detailed report to Senior Training and Development Officer for appropriate recommendations.
- Preparing training budget needed to conduct In-house Training programmes based on the Organisation’s and individuals’ needs.
- Liaising with International agencies and submit proposals for the approval of GRA’s staff to participate in local Training programmes, Conferences and Workshops.
- Analysing and prepare detailed training and examination reports on the completion of each training session and submit to the Head of Human Resource Management for review.
- Liaise with internal units/divisions and represent GRA with external stakeholders.
- Any other related duties assigned.
Job Specifications:
- Bachelor’s Degree in Business/ Public Management, Human Resource Management, or any other equivalent qualification with a minimum of five (5) years’ relevant experience.
- In-depth knowledge of the mission, mandate, goals, objectives, key priorities, strategic plans and initiatives associated with the Revenue Authority.
- In-depth knowledge of Human Resource Management System Software and PC applications
- In-depth knowledge of Training and Development Policies, Procedures and Practices.
- In-depth knowledge of VAT, other taxes and Customs administration’s policies, procedures and practices.
- Strong analytical, organizational and managerial skills and abilities.
- Ability to plan, organise, and execute functions related to the wellbeing and development of staff.
- Ability to translate plans and programmes into work activities, with clear objectives, schedules, budgets and outputs.
- Effective oral and written communication skills. Self-motivated team player, with tact and discretion
- Integrity, professionalism, accountability and mutual respect.
