Transfer of Ownership of a Motor Vehicle

  • REQUIREMENTS

    The applicant must produce the following documents to the Licence Revenue Office:

    • Completed application form (both parties must complete the application, where the vendor completes the top, and the buyer completes the bottom);
    • Original Certificate of Registration or Affidavit of Lost Certificate of Registration;
    • TIN(both parties);
    • Valid form of identification (both parties), i.e, National ID, Passport or Driver’s Licence;
    • Agreement of Sale, Bill of Sale, Deed of Gift, Court Order etc.
    • In the case of a Company, an authorisation letter, stamped and signed for a Representative to act on behalf of the company.
  • COST

    • A fee of Five Thousand Guyana Dollars (G$5,000) will be charged for the transfer of ownership of motor cycles.
    • For Cars, Minibuses and other vehicles, a fee of Twenty-Five Thousand Guyana Dollars (G$25,000.00) will be charged for a vehicle with a value between Zero Guyana Dollars to One Million, Two Hundred and Fifty Thousand Guyana Dollars (G$1,250,000), or two percent (2%) of the selling price of the value, whichever is greater, for vehicles whose value exceeds One Million, Two Hundred and Fifty Thousand Guyana Dollars (G$1,250,000).

    Note: No payment is required in respect of a Diplomatic vehicle which is being transferred to another Diplomat.

  • PROCEDURE

    • It is required that both seller and buyer of the motor vehicle be present at the Licence Revenue Office for this transaction. Both parties must complete the application for Transfer of Ownership of Motor Vehicle Form, where the seller completes the top half and the buyer completes the bottom half of the form. It should be noted that either the vendor or the purchaser can present him or herself to any of GRA’s Integrated Regional Tax Offices (Corriverton, New Amsterdam, Linden, Parika, Anna Regina, Bartica, Lethem, Mabaruma) to be identified by the Branch Manager.
    • The Licence Revenue Officer will peruse the documents presented and issue a lodgment slip to the applicant, who will be advised to visit the Motor Vehicle Examination Unit with the vehicle to have same examined. Motor Vehicles can also be examined at any of GRA’s Integrated Regional Tax Offices (Corriverton, New Amsterdam, Linden, Parika, Anna Regina, Bartica, Lethem, Mabaruma).
    • A physical examination is conducted on the motor vehicle to verify the details on the registration and to verify that same corresponds with the Motor Vehicle. A detailed examination is conducted on the chassis and engine number for accuracy and further checks are also made to verify whether or not the vehicle is tinted. If the vehicle tinted a check is conducted to ensure the tint falls within the limits of the law.
    • A through verification of the documents submitted and examination form completed; if the information confirms, the system is updated to reflect the name (s) and address of the new owner and a new registration printed.
    • The applicant returns to the cashier to effect payment, where he/ she is issued a receipt.
    • The applicant produces the receipt to the Dispatch Desk , and the Original Certificate of Registration for the motor vehicle is issued.

Transfer of a Personal Diplomatic Vehicle

The sale of personal diplomatic vehicles or vehicles owned by a Mission/High Commission.

  • A Diplomat or Mission is required under Section 36 of the Customs Act, to keep a vehicle in their possession for a period of three (3) years from the date of registration of the vehicle at the Licence Revenue Office.
  • If the Diplomat or Mission wishes to sell the vehicle before the end of the three (3) year period, they are required to apply in writing to the Ministry of Foreign Affairs. The Ministry of Foreign Affairs will then forward the request to the GRA informing us of the details of the request. The GRA will then calculate the pro-rated taxes and inform the Ministry, accordingly.
  • If a Diplomat wishes to sell a vehicle that has been in use for more than three (3) years from the date of registration, the application procedure remains the same. The GRA would issue an approval letter, copied to the Licence Revenue Office, to give effect to the change of registration.

Provisions are made in the Customs Act to transfer the registration of a motor vehicle from one Diplomat to another or to a person outside the Mission before the expiration of the three (3) years period. The pro-rated taxes should be paid prior to a transfer.

The applicant produces the following documents to the Licence Revenue Officer:

  • Application form
  • Original Registration Certificate
  • Approved CG Letter
  • TIN(both parties)
  • Valid Form of Identification or Passport(both parties)
  • Agreement of Sale
  • It must be noted that for cycles a fee of Five Thousand Guyana Dollars (G$5,000) will be charged for the transfer.

Procedure for transferring a personal diplomatic Vehicle from one diplomat to another person out of a Mission

  2. The Licence Revenue Officer will peruse the documents presented and issue a lodgment slip to the applicant, who will be advised to visit the Motor Vehicle Examination Unit with the vehicle to have same examined.
  3. A physical examination is conducted on the motor vehicle to verify the details on the registration and to verify that same corresponds with the Motor Vehicle. A detailed examination is conducted on the chassis and engine number for accuracy and further checks are also made to verify whether or not the vehicle is tinted. If the vehicle tinted a check is conducted to ensure the tint falls within the limits of the law.
  4. A verification of the documents submitted along with the examination form is done, if the information confirms, the system is updated to reflect the name (s) and address of the new owner, an ordinary registration number will be assigned (C, P or G) series and a new registration printed.
  5. The applicant returns to the cashier to effect payment, where he/ she is issued a receipt.
  6. The applicant produces the receipt to the Dispatch Desk who then issues the original Certificate of Registration for the motor vehicle.
