To investigate cases related to criminal violations of the laws administered by GRA and make recommendations on prosecuting defaulters by GRA with the goal of increasing tax compliance in Domestic Revenue and Customs.
Job Responsibilities
- Identifying and collecting data and information for analysis from primary or secondary data sources.
- Gathering, analysing and classifying internal and external data in order to build accurate Customs and Tax intelligence via approved information-gathering activities.
- Conducting research on sensitive products, fraudulent activities and other offences that are prone to Customs and/or Tax evasion and disseminating information to relevant operational units for deployment of resources.
- Conducting background checks on individuals suspected of offences.
- Preparing intelligence reports and disseminating intelligence to ALL (or Relevant) GRA departments.
- Identifying reliable sources of intelligence and developing strategies to gather relevant intelligence.
- Drafting a plan for surveillance visits to various locations to conduct observations.
- Developing and implementing data analyses, data collection systems and other strategies that optimize statistical efficiency and quality.
- Processing confidential data and information according to guidelines.
- Compiling reports of the findings from research/ information gathering and submit for approval.
- Referencing source documentation, reports and/or instructions using an approved filing system.
- Engaging international bodies to gather information and clarify international regulations.
- Participating in joint ventures with law enforcement agencies and special projects that require domestic taxes and customs intelligence expertise and covert operations.
- Working with other GRA sections in providing and/or gathering Customs and Tax intelligence as requested.
- Any other related duties assigned.
Job Specifications
- Association of Chartered Certified Accountants (ACCA), Bachelor of Science in Accounting/ Computer Science, Information Technology, Finance, or any equivalent qualification with a minimum of two to three (2-3) years relevant experience in analysing data and knowledge of managing databases.
- In-depth knowledge of the mission, mandate, goals and objectives of the Guyana Revenue Authority.
- In-depth knowledge of Laws, Standard Procedures, and Policies administered by GRA.
- In-depth knowledge of Automated System for Customs Data (ASYCUDA), Optimal, PC and Tax Applications.
- In-depth knowledge of Investigative, Interviewing, and Intelligence Gathering Techniques.
- Demonstrated record of accomplishment in intelligence work and firearm usage.
- Excellent interpersonal skills including oral and written communication and strong analytical, persuasive and negotiating skills.
- Ability to motivate and resolve conflict.
- Ability to recognize and handle sensitive/confidential information.
- Ability to work in teams and manage time efficiently.
- Integrity, mutual respect, accountability and professionalism.
