  • Performing audits in accordance with the Production Sharing Agreement, accounting good practices, international accounting standards, as well as audit procedures and standards;
  • Investigating activities of Contractors to ascertain whether they comply with legal requirements in accordance with the Production Sharing Agreement and the Tax Laws;
  • Examining Contractors’ records/documents and information gathered from third parties to determine the accuracy of reported financial status, areas of apparent non-compliance, and compute Cost Oil;
  • Conducting a pre-audit analysis with Statement of Expenditure and Receipts and Cost Recovery Statements;
  • Validating the information provided and determining the extent of the issues, and providing strategic guidance to the audit process;
  • Gathering adequate background information, prepare Preliminary Audit Plan to assess compliance with the PSA and tax laws;
  • Ensuring Cost Audit’s files and records are properly organized and maintained in accordance with the department’s filing system for ease of reference and for prompt retrieval;
  • If requested, attending and accommodating necessary meetings with senior officials and contractors;
  • Monitoring and keeping abreast of currency exchange valuations;
  • Keeping accurate records of all assets acquired by the contractors under the Production Sharing Agreement;
  • Ensuring proper accounting for disposal of assets when applicable;
  • Maintaining accurate records on an ongoing basis for review and input to the budget process as necessary;
  • Identifying and raising issues from pre-audit to seniors for resolution;
  • Preparing Query Sheets, interviewing questionnaire, and conducting interviews with the Contractor’s representative/s to obtain an understanding of the expenses under scrutiny;
  • Inputting the relevant information in GRA’s database to ensure that it is updated with the relevant findings.
  • Summarizing and report results to appropriate internal and external stakeholders;
  • Any other related duties assigned.
  • Association of Chartered Certified Accountants (ACCA), Bachelor’s Degree in Oil & Gas, Accounting, or any other equivalent qualification, with a minimum of two (2) years’ relevant experience.
  • In-depth knowledge of the mission, mandate, goals, objectives, key priorities, strategic plan, and initiatives of the Guyana Revenue Authority.
  • In-depth knowledge of Tax Laws, standard procedures, and policies administered by GRA.
  • In-depth knowledge of auditing principles, practices, and standards.
  • In-depth knowledge of Generally Accepted Accounting Practices (GAAP) and International Financial Reporting Standards (IFRS)
  • Knowledge of professional accounting and auditing principles and methods
  • Knowledge of the Petroleum Act and Regulations
  • Knowledge of the Production Sharing Agreement
  • Knowledge of the Income Tax Act.
  • Knowledge of COPAS standards.
  • In-depth knowledge of OPTIMAL/ASYCUDA and any other application currently used by GRA
  • In-depth knowledge of tax avoidance practices and international tax issues.
  • Strong analytical, persuasive, and negotiating skills.
  • Familiarity with Auditing and Investigating Techniques.
  • In-depth knowledge of Evidence Gathering and Fraud Protection Techniques.
  • Ability to secure and determine relevant facts through audit investigations and analysis and interpret accounting data and financial reports
  • Sound interpersonal and communication skills (written and oral)
  • Strong analytical, persuasive, and negotiating skills.
  • Ability to conduct interviews and be team-oriented.
