ADMINISTRATION OF BUDGET MEASURES 2026

The Guyana Revenue Authority (GRA) has implemented the 2026 budget measures on imports of new motor vehicles, double cab pickups, ATV’s, hybrid vehicles, security cameras, alarms and outboard engines.

The exemptions took effect from February 16, 2026, and details of the exemptions are provided in the table attached.

In order to effectuate the new changes, specific HS codes were updated and some breakouts were created in ASYCUDA World (AW) to reflect the necessary changes. These HS codes in the table attached will be published in AW system to guide Importers and Licensed Customhouse Brokers on the specific HS Codes to be used when processing customs declarations for the below list of items: –

Double Cab Pickups not exceeding 2000cc.

  1. Double Cab Pickups exceeding 2000cc but not exceeding 2500cc.
  2. ATV’s only and NOT including UTV’s or any similar 4 Wheel motorized vehicles.
  3. New Motor Vehicles under 4 years and under 1500cc.
  4. New Hybrid Vehicles under 4 years and under 1500cc. (CG Letters)
  5. New Hybrid Vehicles under 4 years exceeding 1500cc but not exceeding 2000cc. (CG Letters)
  6. Outboard engines not exceeding 150HP.
  7. Security Cameras
  8. Alarms

However, for items that were announced but not specifically mentioned above, CG letters will be issued in the interim until HS Codes are identified for specific items.

Brokers and Importers, please be advised that you are required to ensure that the HS Codes provided MUST match the description of the motor vehicles approved in the new Budget Measures of 2026.

Failure to comply may result in the declaration being deemed as “false” and penalties may be imposed depending on the circumstances.he Chairman
