Job Responsibilities:
- Determining on an annual basis the “major job objectives” for each staff member of the Work Programme, identifying and discussing with subordinates the “Key Results Areas” to be used as determinants for their performance results.
- Overseeing, coordinating, and evaluating the activities of the Section to ensure functional processes, principles, and operational methods are administered, adhered to, and maintained in accordance with Acts/Legislation, Policy, and Procedures.
- Working collaboratively with management by segregating the plan into sections and unit work plans as a basis to achieve incremental outcomes on an annual basis to ultimately achieve the objectives and outcomes outlined in GRA’s Operational Plan.
- Modeling the core values of integrity, mutual respect, professionalism, accountability et al provides training and development activities to facilitate the inculcation of the right behaviours in all work managed within the section/unit.
- Representing the Revenue Authority in settlement negotiations, court proceedings, and complex cases, to ensure all actions and claims brought against them are zealously defended.
- Overseeing the operational issues of the Department and liaising with subordinates to execute the Department’s daily activities to ensure the overall achievement of divisional goals and objectives.
- Assigning cases referred by the Guyana Revenue Authority to relevant staff attorneys to maximize the effectiveness of the Legal Service Department.
- Overseeing cases/charges prepared by the Legal and Junior Legal Officers before they proceed to represent the Revenue Authority in Court to ensure the legitimacy of the action filed by the Authority.
- Reviewing, identifying, and proposing legislative changes when necessary to properly administer the Acts of the Revenue Authority.
- Advising management on the revision of rules, regulations, and procedures, where necessary to address uncertainty.
- Directing and overseeing the Tax litigation actions for Guyana Revenue Authority and making recommendations to improve the effectiveness of the process to ensure the correct procedural process is followed.
- Preparing legal opinions and advising on appropriate courses of action for the Legal and Junior Legal Officers in the representation of the Guyana Revenue Authority to dissect the complexity of the matter and to determine the appropriate course of action required.
- Guiding Junior Counsels on all aspects of the law to dissect the complexity of the matter and determine the appropriate course of action required.
- Interpreting relevant legislation and Acts and advising management, relevant departments, and stakeholders on changes in the Law.
- Any other related duties assigned.
Job Specifications
- Master’s Degree in Law (LLB) and Legal Education Certificate (LEC) with eight (8) years’ relevant working experience with specialization in Taxes & Customs Administration.
- Comprehensive knowledge of Acts, Laws, Regulations, and Tax treaties administered by the Revenue Authority.
- Comprehensive knowledge of the Laws of Guyana.
- Comprehensive knowledge of the Revenue Authority’s Legal policy issues.
- Comprehensive knowledge of Legislation Drafting and Interpretation.
- Comprehensive knowledge of Tax Policies/Laws.
- Ability to synthesise, analyze facts, situations, legal interpretations, and prepare and review draft legislation.
- Initiative in carrying out recurring assignments independently with respect to the interpretation of laws and regulations.
- Strong analytical, persuasive, and negotiating skills.
- Excellent oral and written communication skills.
- Ability to plan, coordinate, delegate, prioritize, and meet timelines.
