Job Purpose:

Effectively and efficiently manage the operations and human resources of the Wharves and Boathouse, ensuring that all operations follow the Tax Laws, Policies, Regulations, Departmental Instructions and Standard Operating Procedures of the Guyana Revenue Authority.

Job Responsibilities: 

• Determining on an annual basis the “major job objectives” for each staff member of the Work Programme, identifies and discusses with subordinates the “Key Results Areas” to be used as determinants for their performance results.
• Ensuring the Division’s Work Plan is developed and incorporated into the Annual Work Plan in order to achieve divisional goals.
• Ensuring the correct interpretation and application of Legislations, Acts, Policies, Procedures, Standards and Directives are in alignment with Customs, Excise and Trade Operations.
• Developing plans and procedures for functions under their control, in order to maximize taxpayers’ compliance with the tax laws and increase the efficiency of work processes.
• Supporting all government programmes and agencies against illegal importation and the entry of contraband by all modes of transport, into the country at the wharves of Guyana. 
• Overseeing effective cooperation at the Boathouse and Wharves with the other functional groups to ensure the correct administration of the Customs Legislative process. 
• Ensuring that the rotation of staff at the Transit Shed are operational and in accordance with management decisions. 
• Overseeing that the effective patrol and control of operations at all Transit Shed locations.
• Ensuring correct clearance procedures are administered at all Transit Sheds and Post Offices for efficient release of cargo. 
• Ensuring future risks and threats are identified, outlining their impact and possible remedies/resources necessary. 
• Reviewing case with discrepancies to ensure they have appropriate legal basis, alternative solutions have been explored and makes the appropriate recommendations.
• Making recommendation on Wharves and Boathouse reports prepared by customs officers regarding importers and exporters.
• Ensuring that all areas of potential fraud identified through examinations are reported to the Law Enforcement and Investigation Divisions for further actions.
• Preparing monthly comprehensive status and other relevant reports pertaining to the overall operation of the Transit Sheds, Boathouse and Wharves.
• Liaising with internal units/divisions and representing GRA with external stakeholders.

Job Specification:

• Bachelor’s Degree in Accountancy, Business/Public Management, Economics or any other equivalent qualifications with a minimum of five (5) years relevant experience in a management capacity. 
• Some knowledge of the mission, mandate, goals, objectives, key priorities, strategic plan and initiatives associated with the GRA.
• Comprehensive knowledge of Customs, Excise Tax Laws and Procedures administered by the GRA and Trade Polices.
• Some knowledge of ASCUYDA and PC Applications. 
• Comprehensive knowledge of Generally Accepted Accounting Practices (GAAP).
• Excellent interpersonal skills including oral and written communication, managerial, organizational, interpersonal, analytical and leadership skills.
• Ability to implement/evaluate operational procedures and make effective decisions with tact and discretion.
• Ability to resolve conflicts and deal effectively with all taxpayers.
