Job Purpose:

Supporting all Government Programmes against illegal importation/exportation, smuggling and the entry of Contraband by sea transport through the use of containers by conducting non-intrusive examination of goods to detect any irregularities against the information recorded on the declaration.

Job Responsibilities:

• Managing the functional processes of the Scanning Operations ensuring Standard Operating Procedures (SOPs) and methods are administered, adhered to and maintained in accordance with legislation and policy for the efficient and correct clearance procedures. 
• Conducting scanning/examination of containers in accordance with instructions listed in OPTIMAL RMS / Automated System for Customs Data (ASYCUDA), using the container scanner to identify any suspicious objects and deviations from the manifested contents.
• Certifying all containers that were scanned/examined at each transit shed/point of loading by uploading findings into ASYCUDA.
• Recording the results of the examination detailing whether discrepancies have been identified or whether the container is cleared for import/export.
• Recording examination of cargo on shipping bill, ensuring that the CANU Officials and any other Officers present endorse the document signifying that the examination conducted is true and correct.
• Monitoring the conduct of daily reconciliation of the load sheets and loading account received from the shipping agent.
• Ensuring the maintenance of all records and registers of detentions, seizures and incoming and outgoing container files, respectively.
• Preparing reports of discrepancies, whether short shipment or excess shipment and forwarding them to the Manager and Enforcement Department for further action. 
• Assisting in the preparation of the Annual Work Plan for the Scanning Operations Unit to ensure that the unit’s objectives are achieved.
• Preparing monthly comprehensive status and other relevant reports about the overall Scanning Operations.

Job Specification:

• Bachelor’s Degree in Accountancy/Economics/Public/Business Management or any other equivalent qualification with a minimum of two (2) years of relevant experience in a similar capacity. 
• Some knowledge of Generally Accepted Accounting Practices (GAAP).
• Some knowledge of the mission, mandate, goals, objectives, key priorities, strategic plan and initiatives associated with the GRA.
• Some knowledge of Customs, Excise and any other Tax Laws administered by the GRA and Trade Polices.
• Some knowledge of the Standard Operating Procedures (SOPs) for the various tasks/activities within the Container Scanner Unit.
• Excellent interpersonal skills, including written and oral communication, analytical and leadership skills.
• Ability to pay attention to detail and work independently with minimal direction.
• Ability to implement/evaluate operational procedures and make effective decisions with tact and discretion.
• Ability to resolve conflicts and deal effectively with taxpayers.
