Job Purpose:
To provide guidance and support to the Human Resource Management Department through enabling effective management and delivery of service to the organisation in accordance with the Guyana Revenue Authority’s Human Resources Standards and Policies.
Job Responsibilities:
- Assisting with supporting the development and implementation of HR initiatives and systems through careful execution and scrutiny of all HR related functions to ensure that the strategic goals and objectives of the Department are achieved.
- Monitoring the preparation and processing of Sickness, Medicare, Maternity, and Industrial Accidents claims processed by the NIS Desk and ensure the applications are verified and approved in the applicable software and claims.
- Prepare a yearly list of employees approaching Retirement age and update their records of service so that the relevant superannuation and retirement documents can be gathered for processing as the need arise.
- Organizing disciplinary and grievance hearings ensuring all participants are present, prepared, all paperwork is distributed, and that these are fully and properly minuted and notarized.
- Adhering formally to the GRA HRMD policies and procedures and participates in the HR policy review process.
- Fully participate in the team meetings and contributes to service improvement.
- Advise managers and staff on the interpretation and application of a range of complex and demanding Employee Relations policies and procedures.
- Participate in special projects and assignments designated to the department for the contribution of ideas and skills, and to be acquainted with same for timely submissions and progress.
- Monitor the Insurance Scheme (Pension, Life and Health) registers ensuring that information pertaining to the claims are accurate and updated.
- Monitor the approval, queries and/or denial of all applications for annual, special and sick leave via the Leave Manager Software, ensuring that all resumptions are approved in a timely manner.
- Any other related duties assigned.
Job Specifications:
- Bachelor’s Degree in Public/Business Management/ Human Resource Management, or any other equivalent qualification with a minimum of three (3) years’ relevant working experience.
- In-depth knowledge of the mission, mandate, goals, objectives, key priorities, strategic plan and initiatives of the Guyana Revenue Authority.
- In-depth knowledge of Employment Laws and Regulations and HR best practices.
- In-depth knowledge of PC Applications.
- In-depth knowledge of Human Resources Management Information Systems (HRMIS), Microsoft Office Suite, especially Excel.
- Demonstrated skills in database management and record keeping.
- Ability to meet deadlines and work under pressure
- Excellent oral and written communication skills.
- Strong analytical and persuasive skills.
- Ability to motivate staff, work as a team player and effectively solve conflicts.
