Job Purpose

Developing and implementing new software applications, and ensuring that current solutions are functioning effectively and efficiently to allow for the smooth flow of the Guyana Revenue Authority’s operations that depend on these solutions, thus allowing for the achievement of organisational goals.

Job Responsibilities

• Participating in the understanding, evaluating and gathering of business requirements pertaining to the GRA’s needs.
• Using the selected software development methodologies and tools, analysing and designing an appropriate solution to meet the short- and long-term needs to the stakeholders.
• Conducting requirements gathering, software development, testing, implementing and evolutionary maintenance of bespoke software using the appropriate programming language and tools.
• Gathering requirements, evaluating, testing and conducting all other project activities for the selection and acquisition of commercial software.
• Analysing, designing, developing and integrating/deploying reports, data visualisations, and dashboards using the reporting and data analytical tools.
• Participating in the implementation of the solution including data migration, performing training and other change management activities.
• Recommending, scheduling, and performing software/solution improvements and upgrades.
• Creating and maintaining the pertinent documentation throughout the process.
• Generating statistics and writing reports for management and/or team members on the status of various projects.
• Working closely with Business Analyst to develop and maintain standards for the various aspects of the software engineering process.
• Providing mentorship, support and guidance to the Analyst/Programmer I.
• Liaising with network administrators, system administrators, operations, help desk staff and database administrators to assist in resolving problems with software applications and other systems.
• Researching emerging application development software products, languages, and standards in support of procurement and development efforts.

Job Specification

• A Bachelor’s Degree with specialisation in Computer Science, Information Systems, Information Technology or any other related qualification with a minimum of three (3) years’ relevant experience in the development, implementation and maintenance of complex business systems.
• Some knowledge of the mission, mandate, goals, objectives, procedures and strategic plan of the Guyana Revenue Authority.
• Proficient in writing SQL queries, and stored procedures (e.g. PL/SQL code) and working with data in relational databases like Oracle, SQL Server, MySQL etc.

• Solid experience in the analysis, design, development and implementation of software applications.
• Proficient in database design and familiar with database administration.
• Hands-on experience developing test cases and test plans.
• Experience with application servers such as WebLogic, and Glassfish.
• Experience with Linux and Windows Server operating systems.
• Experience with medium-large software systems such as document management systems, and content management systems.
• Familiarity with tools such as issue tracking software, help desk software, version control software, reporting & data analytical tools.
• Excellent interpersonal skills including written and oral communication, report writing, analytical, decision-making and customer service skills.
• Ability to work independently and make necessary decisions throughout the systems engineering process within department guidelines.
• Ability to prioritise and delegate tasks to meet conflicting timelines
• Ability to identify problems and recommend applicable solutions.
• Ability to exhibit initiative and execute difficult and technical problems.
• Familiarity with operations and project management methods.
