Notice to Exporters of Goods to Norway – REX Registration

Further to a previous notice and sensitisation in December 2019, the Guyana Revenue Authority (GRA), in keeping with its international obligations, will be implementing the Registered Exporter System (REX).

As stated in the sessions, effective June 30, 2020, the current system to substantiate origin of goods for preferential treatment and access to the European Union WILL BE COMPLETELY REPLACED by REX. This is a system of self-certification by exporters using Statements on Origin (SoO) prepared by exporters, replacing the current system based on certificates of origin issued by governmental authorities and invoice declarations.

In keeping with this requirement, all exporters who export items to Norway with a value exceeding 6000 EUR are required to be registered with the Guyana Revenue Authority by March 16, 2020. The pre- application form is available through the web link https://customs.ec.europa.eu/rex-pa-ui/ and can be filled online. It can also be completed manually, but the hard copy with the required signature must be submitted to the GRA head office to the Trade Policy and Research Unit (Customs).

GRA intends to launch the REX system commencing with exports to Norway on April 1,2020 in order to be compliant before the June 30, 2020 deadline. Failure to complete this process as required will result in denial of access of goods to Norway and its markets.
