Job Purpose

Plan, coordinate, design and facilitate public relations programmes and activities to keep the public informed of any changes and developments in the Operational Services of the Revenue Authority.

Job Responsibilities

  • Producing and presenting the Authority’s television programmes, attending, featuring or hosting other programmes and conducting scheduled radio appearances to engage taxpayers with the work and operations of the Authority and to promote compliance with Guyana’s Tax Laws and Policies, and goodwill to taxpayers.
  • Researching and analysing data in the preparation of Press Releases and Letters to the Editor, in order to maintain a keen understanding of the industry trends affecting taxpayers for the appropriate target to the media.
  • Organising events, including press conferences, exhibitions and career fairs in collaboration with the Communications Officer to sensitise taxpayers on tax laws and operations through collaboration with commercial businesses, schools and ministries.
  • Analysing and compiling data for the preparation of Monthly Production Reports to indicate the status, level and performance of activities conducted for the specified period.
  • Assisting with the coordination of Public Relations activities relative to Internal Revenue and Customs & Trade Operations, through the development and marketing of public relations activities (i.e. campaigns, workshops, press releases, etc.) and arranging interviews with the relevant personnel to obtain media information, and pitch stories for media presentations.
  • Assisting with the Preparation of Press Releases, Letters to the Editor and Notices and responding to media monitoring issues on various tax matters relating to the Internal Revenue and Customs & Trade Operations to keep taxpayers advised and informed, and to counter negative publicity for the prompt and accurate collection of tax revenues.
  • Assisting with developing and preparing articles for the Newsletter, ReveNews by identifying topics to discuss and highlight, and collaborating with various departments on systematic and tax administrative changes impacting taxpayers for dissemination to internal and external stakeholders.
  • Assisting with the preparation of Internal Revenue and Customs & Trade Operation informational bulletins, leaflets, tax guides and other in-house publications for dissemination to the public based on tax administrative changes and to promote voluntary compliance and ease of doing business.
  • Assisting in developing, planning, and implementing Public Relations strategies for the effective communication of information to the public, under the guidance of the Communications Officer.
  • Assisting in monitoring the daily media, to ensure GRA-related information or publications are aired or published expeditiously based on agreed terms and conditions, and aligned to prescribed standards.
  • Liaising with internal Units/Divisions to obtain information for the production, development and implementation of public-related activities and representing GRA with external stakeholders for the promotion of the organisation’s operations and activities.
  • Any other related duties assigned.

Job Specification

  • Diploma in Communication Studies or any other equivalent qualification with a minimum of three (3) years’ relevant experience at the Supervisory Level in a similar field.
  • Some knowledge of the mission, mandate, goals and objectives of the Guyana Revenue Authority.
  • Some knowledge of the Tax Laws and Regulations administered by the Guyana Revenue Authority.
  • In-depth knowledge of local media issues and concerns relative to the operations of the Revenue Authority.
  • In-depth knowledge of Microsoft Applications and other software applications developed and utilised by the Revenue Authority.
  • Excellent interpersonal skills, including oral and written communication in writing press releases and articles for electronic media, and preparing responses in relation to misconstrued issues, analytical, organisational, negotiation and persuasive skills.
  • Initiative, judgement and discretion are necessary.
  • Ability to interact with news media in a positive and constructive manner.
  • Ability to delegate and prioritise tasks to meet conflicting timelines.
  • Integrity, mutual respect, accountability and professionalism.
